Harper College maintains top Aaa rating from Moody’s

Harper College campus in winterMoody’s Investor Services has reaffirmed Harper College’s Aaa rating, the bond credit rating company’s highest possible evaluation.

“Once again receiving an Aaa rating reflects the college’s enduring dedication to strong financial management and the community’s continued support, enabling Harper to uphold our mission of delivering quality, affordable and accessible education to our students,” said Dr. Avis Proctor, Harper College president.

In a February 2025 report conferring its Aaa rating on Community College District 512 (Harper’s district), Moody’s referred to the college’s large and diverse tax base, strong and stable financial reserves, and moderate debt burden. The rating also reflects the college’s low reliance on operating aid from the state. In addition, Moody’s cited the district’s strong financial position and an improving enrollment trend at the college.

The Aaa rating allows the college to obtain lower interest rates in bond sales, refinancing and refunding initiatives, benefiting taxpayers. Moody’s most recent issuance was a required step as Harper prepared to issue approximately $5 million in bonds to fund capital projects at the college.
