Preckwinkle hears from Harper student on enriching police-civilian interaction

Harper College student Ilce Perez's ideas on how to improve relationships between citizens and law enforcement officers led to her first-place award in the Illinois Academy of Criminology’s Transform the Criminal Justice System essay contest.
