Harper College will be closed Monday, December 23 through Wednesday, January 1 for Winter Break.
The Harper College Police Department responds to calls for service as well as interacts with the campus community. At times during these occurrences, individuals may occasionally feel that the Harper College Police Department handled the situation unfairly or without professionalism. In these circumstances, you are encouraged to contact the Harper College Police Department and ask to speak with the on-duty shift supervisor.
This individual will listen to your concerns and will informally mediate over the phone or in person. If you do not receive satisfaction or, at the recommendation of the supervisor, they may request you file a Formal Complaint.
A Formal Complaint is a written statement surrounding the facts of the incident and identifying any potential witnesses. (50 ILCS 725/3.8b-Sworn Police Officers) states: “It shall not be a requirement for a person filing a complaint against a sworn peace officer to have the complaint supported by a sworn affidavit or any other legal documentation. This ban on an affidavit requirement shall apply to an y collective bargaining agreements entered after the effective date of this provision.” (Source: P.A. 101-652, eff. 7-1-21)
What happens when a complaint is filed?
Once a complaint is filed, it will be forwarded to the Deputy Chief of Police who will then assign it to a supervisor for an internal investigation. A letter or email will be forwarded to you, specifying the Harper College Police supervisor assigned to the investigation including an Internal Affairs report number. You will be informed of the status of your complaint and the eventual outcome.
If the complaint is found to be true (sustained), the department member may be disciplined at the discretion of the Chief of Police and Harper College Human Resources.

The compliment form offers an opportunity to formally or informally acknowledge the Harper College Police Department member or have them recognized for their exceptional service. Upon receiving this compliment, the formal compliment will be submitted to the Awards and Commendation Committee. All informal compliments will also be documented.
