It develops mechanisms and infrastructures to support expansion and builds partnerships to accelerate adoption and innovation. The group recruits apprenticeship leaders who help to promote apprenticeship programs and advance innovation.

The Midwest Transportation Workforce Center (MTWC) is a regional surface transportation workforce center funded by the US Department of Transportation (US DOT) Federal Highway Administration (FHWA).
